As the note in RSV indicates, the earth is supplied on translational grounds; Hebrew simply has “it.” However, the pronoun is feminine matching the gender of “earth” in Hebrew, and a number of modern translations have “earth,” as does the Septuagint. However, NJPSV keeps “it” and renders verse 2 as: Thus said the LORD who is planning it, The LORD who is shaping it to bring it about, Whose name is LORD: Made is a verb with very general meaning, whereas formed (see 10:16; 18:11 [RSV “shaping”]; 51:19)
